BACKGROUND:
The City's Source Water Facility (SWF) provides more than 70% of the potable water supplied to Marco Island, Goodland, and Marco Shores. Located approximately 10 miles north of Marco Island, the SWF withdraws surface water from Henderson Creek into a raw-water supply lake and functions as an aquifer storage and recovery site.

The high-service pump building at the SWF contains four horizontal centrifugal pumps and a diesel-driven backup pump. The existing pump-control Ross valve, installed in 2008, failed, was removed and sent to the manufacturer for refurbishment in 2023 under Purchase Order PO250300 ($44,214.29).

Following inspection, the manufacturer determined the valve could not be repaired. Due to the time required for their evaluation, they offered to supply a new 18-inch Ross valve at a reduced cost of $58,450, representing a savings of $6,450. With $44,214.29 already encumbered, an additional $7,785.71 is needed to proceed with the replacement.

Pump Control Ross Valves is the original equipment manufacturer, and Environmental Equipment Services is the sole authorized distributor. The new valve is fully compatible with the existing system. Accordingly, staff intends to pursue a non-competitive procurement as permitted under City Code Article V, Division 2, Section 2-255(c), based on the following criteria:

* Section 2-255 (c)(5): Maintenance and servicing of equipment by the manufacturer or authorized service agent of the equipment.
* Section 2-255 (c)(7): Where complete systems or equipment, parts, or replacements of specified makers and models are needed...
