BACKGROUND:
Replacement of the City's traffic signal controllers and construction of pedestrian safety improvements at five intersections are included in the approved Capital Improvements Program (CIP) budget.
The City's existing traffic signal controllers were installed in 2005, are now obsolete, and are in need of replacement. Replacement parts are no longer manufactured, which increases the risk of prolonged outages during equipment failure.
The project also includes:
* Installation of lighted pedestrian "blank-out" signs
* Implementation of leading pedestrian interval (LPI) signal timing to enhance pedestrian safety
* Installation of emergency vehicle traffic signal preemption systems.
* Replacement of existing vehicle detection devices.
* Replacement of existing corroded signal wiring.
The project was publicly advertised for bidding on January 29 and distributed to 374 vendors. The City received one (1) responsive and responsible bid from Horsepower Electric Incorporated in the amount of $2,169,169.

FUNDING SOURCE / FISCAL IMPACT: Funding for this project is included in the FY26 Capital Budget under G/L No. 300-5410-606300-25002; however, the received bid exceeds the budgeted amount.
