BACKGROUND:

On July 18th, 2016 Hole Montes, Inc., (Consultant) was selected to provide survey, geotechnical engineering, project management and plan preparation for reconstruction and widening of Yellowbird St. from Bald Eagle Dr. north to Collier Blvd. The consultants first task was to provide a geotechnical evaluation of the roadway. That report is attached and in summary found that the overall pavement was in poor condition. The investigation found little or no base material for structural support and recommended that the roadway be rebuilt with an adequate pavement section to support current loadings. Milling and overlay was not recommended.

The evaluation also identified the presence of numerous old water, gravity sewer and force main lines within the corridor and suggested that a non-vibratory method of compaction be used to minimize but not eliminate the chances of damaging existing utilities. After a review of these findings, the Water and Sewer Manager advertised RFQ 17-014, for Design Services for the Replacement and Improvement of Utilities with the Yellowbird Corridor. Hole Montes, Inc. was deemed the most qualified respondent for the work and was selected for these tasks.

Currently both the Roadway and the Utility Improvement Project plans are at a 90% design level and are awaiting final review and approval to proceed to preparation of the final bid documents.

FUNDING SOURCE / FISCAL IMPACT:

The Engineers estimates of construction costs are as follows:
1. Roadway $1,732,968.38
2. Utility $1,800,000 to $2,200,000
