Termination of Contract with Ronald L. Book for Lobbying Services. - Casey Lucius, Ph.D., City Manager

BACKGROUND:
At the July 20, 2026 operating budget workshop, Council agreed to revisit the lobbying contract. The City has contracted with Ronald L. Book for lobbying services since October 1, 2014. In 2024, the City conducted a bidding process for lobbying services and received three bids. Council awarded the contract to Ronald L. Book for $82,500. Over ten years, Ron Book has secured approximately $10 million in State funding for the City of Marco Island. City staff has a productive working relationship with Ron and his staff.
The contract is in place until September 30, 2027, but can be terminated with a seven-day written notice.
FUNDING SOURCE / FISCAL IMPACT: $82,500 is split between the General Fund and Water and Sewer Enterprise fund.
RECOMMENDATION: Council discuss the termination of the lobbying contract. Determine whether to continue with Ronald Book for state lobbying services, consider transitioning to a federal lobbyist, or forego all lobbying services at this time.
