BACKGROUND: During the July 22, 2024 City Council Operating Budget Workshop, it was proposed that the Council should budget $150,000 over two years for grant writing services to focus on water quality grants and to purchase land for conservation. The Council approved this request and incorporated $75,000 into the FY25 budget.
The FY25 budget was approved on September 23, 2024. In November 2024, the City posted a public bid for grant writing and fundraising services. The final proposals were due on December 16, 2024.
The bids were scored on January 2, 2025. The City received three proposals, with Kimley Horn scoring the highest based on experience, approach, location of offices, references, and price. The other companies that provided proposals were Convergent Nonprofit Solutions and Impact Philanthropy. All proposals and the scoring sheet are attached.
Kimley Horn’s original proposal included a cost above the $75,000 budget, but after negotiating with them, they submitted a revised scope of work and revised cost worksheet in the amount of $75,000.
FUNDING SOURCE / FISCAL IMPACT: $75,000 is included in the FY25 budget.
RECOMMENDATION: Award a contract to Kimley Horn for grant writing services.
