Update on Bids for Pickleball Phase 1 Project- Joe Parrilli, Manager, Fleet & Facilities

BACKGROUND:
The existing Racquet Center has nine pickleball courts, six tennis courts, and two buildings. Following a usage study by Bollard Kings in 2022, it was determined that pickleball play had increased considerably, and it was recommended that the City consider changes to the facility to accommodate pickleball. The City hired LJA Engineering, which recommended that the City transform the facility in two phases (for budgetary purposes). The first phase would remove one pickleball court, two tennis courts, and one building. This would allow for the construction of eight new pickleball courts, new lighting, acoustic baffling, and additional parking. Pickleball courts require three parking spaces per court. LJA Engineering requested a variance from the City Council on June 17, 2024, to allow for 62 parking spaces instead of 66. The Council denied the variance and asked LJA to redesign the facility to build only seven new courts, reducing the parking requirement to 63 and adding a parking space. The new design went to public bid in September 2024, and the bid opening was November 4, 2024.
FUNDING SOURCE / FISCAL IMPACT:
On September 5, 2023, the City Council approved $ 768,000 for the Phase 1 pickleball project in the FY24 budget.
On October 2, 2023, the City Council approved a purchase order for Agnoli, Barber and Brundage (now LJA Engineering) in the amount $111,100. There were additional design costs in 2024 following the June 17 City Council direction. There is approximately $630,000 left in the capital budget for the project.
