Interlocal Agreement for Transit Services (Trolley) Between Collier County and the City of Marco Island - Casey Lucius, Ph.D., Assistant City Manager

BACKGROUND:
On July 22, 2024 the City Council approved budgeting for a trolley pilot program to take place three months in winter of 2025. A former council member worked with Collier Area Transit to determine the timeframe and trolley stops.
The attached Interlocal Agreement is effective from December 10, 2024 - March 30, 2025. It includes the trolley stops, the service days of January 4, 2025 - March 30, 2025, the service times of 9:00am - 9:00pm, and total cost. The City attorney has reviewed this agreement.
Based on the cost of the program, the final contract must be approved by City Council.
FUNDING SOURCE / FISCAL IMPACT: The cost associated with the trolley pilot program is $202,960. The funds were included in the FY25 budget.
RECOMMENDATION:
City Council should determine if they want to proceed with a trolley pilot and if so, authorize the City Manager to sign the Interlocal Agreement with Collier county.
POTENTIAL MOTION: I move that we direct the City Manager to enter into the agreement with Collier County. Or, I move that we reject the Interlocal agreement for trolley services on Marco Island.
