BACKGROUND: 

Member Rohena will present a refined draft proposal for City Council consideration.
At the August 20, 2026 meeting, the Committee voted to have Member Rohena prepare a proposal for Council review.
At the September 17, 2026 meeting, the Committee directed that the draft be further refined to include additional detail on dredging methods and associated costs.

FUNDING SOURCE / FISCAL IMPACT: N / A

RECOMMENDATION: Review and discuss whitepaper draft. Determine Committee’s next steps.
