BACKGROUND:
The City received an unsolicited Public-Private Partnership (P3) proposal from Earthwerks Land Development Corp. and Encap, Inc., titled "Coastal Habitat and Water Quality (C-HAWQ) Initiative." The proposal is for permitting and dredging the Marco Island waterways to remove nutrient-laden sediments from the canal bottoms.
Under Florida Statutes ?255.065(3)(a)5., the City may evaluate unsolicited P3 proposals using an independent Engineer, with all evaluation costs paid by the proposer. In accordance with the statute, the proposers provided the required funds in advance so the City could select and contract with an Engineer of its choice.
The City engaged Humiston and Moore Engineers to conduct the evaluation. As part of their review team, Humiston retained Turrell Hall & Associates to evaluate environmental elements of the proposal and Gunster to perform the legal review.
Humiston and Moore and their review partners will present their findings to City Council. Council members are asked to listen to the presentation and participate by asking any questions they may have. Following the City Engineer's presentation, the proposers will also present information for Council's consideration.
