Resolution - Urban Cooperation Agreement between the City of Marco Island and Collier for Community Block Grant (CDBG) - Daniel J. Smith, AICP, Director, Community Affairs/Growth Management

Body

BACKGROUND

On April 8, 2024, Collier County Community and Human Services Division Staff presented to the City Council a three year (2025-27) cooperation agreement for Community Development Block Grant (CDBG) project funding on Marco Island. Previously, the City had opted out of the three-year agreement. During the meeting, questions arose regarding legal sufficiency of the agreement and qualifying census tracts on Marco Island.

Attached is the Urban Cooperation Agreement between the City and Collier for CDBG funds. The City no longer has a low-mid census tracks on the Island but funding for City projects and non-profits are still available if proven the project benefits at least 51 percent of low-mid income households in selected areas on the Island. A housing survey would be required.

Projects such as street lighting and sidewalks may be some of the projects funded. Non-profits such as churches, the YMCA, and Our Daily Bread could be beneficiaries when meeting the income criteria.

If a project is approved, the County estimates the City or non-profits may be eligible for up to $100,000 in funding.
