Resolution - Approving Reappointment to the Waterways Advisory Committee by Vice-Chairman Champagne - Joan Taylor, City Clerk

BACKGROUND:
Martin Winter was appointed to the Waterways Advisory Committee in January 2023 through the nomination of Councilor Greg Folley and currently serves under Vice Chair Champagne. During his tenure on the Waterways Advisory Committee, Mr. Winter served as the Committee’s Chairman and Vice Chairman.
Pursuant to Section 2-206 of the City Code of Ordinances, a committee member who misses more than 30% of regular meetings within a 12-month period (approximately three meetings) must vacate their position. Mr. Winter recently missed three meetings within a 12-month period-June 2025, March 2026, and May 2026-and therefore has vacated his seat on the Waterways Advisory Committee.
Vice Chair Rene Champagne is requesting that Mr. Winter be reappointed to the Waterways Advisory Committee based on the following considerations:
1. Mr. Winter’s extensive experience, knowledge, and contributions on the Committee.
2. Mr. Winter’s strong attendance record prior to these recent absences, having missed 3 of 36 Waterways Advisory Committee meetings.
3. Mr. Winter’s value for maintaining continuity and stability within the Committee by completing the remainder of his current term, which expires in a few months, January 31, 2027.
For these reasons, Vice Chair Champagne recommends Mr. Winter's reappointment to the Waterways Advisory Committee.
