Engagement Letter and Critical Events Schedule from Bryant Miller Olive, P.A. for General Obligation Bond Referenda, Casey Lucius, Interim City Manager

BACKGROUND:
Following the December 1, 2025 City Council workshop in which Council identified capital projects to possibly be funded through future bond referendum, the Interim City Manager contacted Bryant Miller Olive, P.A., the City’s Bond Counsel to understand the legal requirements and timeframe for Council decision making and staff implementation. Attached is an engagement letter if City Council wishes to employee Bryant Miller Olive (BMO) to draft the referendum resolutions/ordinances, draft the ballot questions, file the bond validation, lead the validation process and hearing, and close on the bonds. Additionally, BMO has provided a critical events calendar to guide the City staff and Council in this process. These documents are attached.
FUNDING SOURCE / FISCAL IMPACT: N / A
RECOMMENDATION: Receive a short presentation from BMO and discuss their role in the future bond referendum.
POTENTIAL MOTION: I move to authorize the City Manager to sign the engagement letter with BMO.
