BACKGROUND:

The City of Marco Island continues to advance its Bicycle and Pedestrian Master Plan by enhancing safe, multimodal transportation options along major corridors. Collier Boulevard is the most heavily traveled roadway on Marco Island and currently lacks dedicated bicycle facilities. This project will construct in-road bicycle lanes to provide a safer north-south route for cyclists.

The proposed work includes construction of new seven-foot-wide bike lanes, drainage adjustments, and relocation of water mains as necessary.

The project was designed with a Base Bid (Segment No. 2) and two Bid Alternates (Segment No. 1 and Segments 1+2). Funding is provided through the Florida Department of Transportation (FDOT) Local Agency Program Grant, FM 448127-1-58-01.

The project was broadcast to 1148 vendors, and the City received a total of three (3) responsible bids.


City staff reviewed all submittals and determined that Douglas Higgins, Inc. submitted the lowest responsive and responsible bid. Staff recommends awarding the Base Bid for the Collier Blvd. Alternate Bike Lanes Project to Douglas Higgins, Inc. in the amount of $2,929,967.

FUNDING SOURCE / FISCAL IMPACT: Funding for the Collier Boulevard Alternate Bike Lanes Project is available in the FY 2026 Capital Budget, Account No. 300-5400-5410-606300-24006, FDOT Grant FM# 448127-1-58-01.

RECOMMENDATION: Award the contract to Douglas Higgins, Inc. for the construction of the Collier Boulevard Alternate Bike Lanes Project in the amount of $2,929,967.
