BACKGROUND

 

At the March 16, 2026, Council meeting, Council directed that a City proposed AWT Ordinance be placed on the April 6th, agenda for discussion. The discussion will focus on Council choosing to place the ordinance on future agendas for first and second readings for formal Council adoption. Or in the alternative, placing the initiative ballot question before the voters on the August 18, 2026, primary election.

 

Should Council wish to proceed with an Ordinance, a copy of the Ordinance has been attached for Council’s review.

 

 

FUNDING SOURCE / FISCAL IMPACT:  The fiscal impact will be determined based on the cost of the treatment plant improvements necessary to achieve the standards outlined in the Ordinance. Black & Veatch will present AWT treatment alternatives and associated cost estimates earlier in the meeting on April 6, 2026.

 

 

RECOMMENDATION:  City Council should discuss whether they wish to accept the Ordinance as it was presented through the petition process or place the ballot question to voters in the August 18, 2026, primary election.
