Award of Contract to Quality Enterprise Inc. to Replace the Potable, Sewer, and Reclaimed Water Mains Attached to the Bridge on Collier Boulevard at the Bluebonnet Waterway in the Amount of $2,105,419.00 - Jeffrey E. Poteet, General Manager, Water & Sewer Department

Body

BACKGROUND:

The infrastructure improvements at the North Collier Boulevard Bridge, Bluebonnet Waterway, is essential due to the visible signs of severe corrosion in the existing water, wastewater, and reclaimed mains, attributed to the harsh weather conditions and exposure to saltwater. The proposed project aims to replace and upgrade these mains to ensure a reliable and robust water and wastewater system.

The work involves the removal and replacement of the current 12-inch watermain with a more substantial 20-inch watermain, addressing the corrosion issues and enhancing water supply capacity. Additionally, the 16-inch wastewater force main will be upgraded to a 20-inch wastewater force main, and the 16-inch reclaimed watermain will be replaced in-kind, ensuring the integrity of the entire system.

To minimize service interruptions during this critical work, temporary bypass mains will be strategically constructed. This approach is crucial to maintaining a continuous and uninterrupted supply of water and wastewater services for the community.

The comprehensive scope of the contract includes pipeline demolition, new pipeline construction, modification of existing bridge pipe supports, installation of valves and fittings, construction of temporary bypass mains for the wastewater force main and irrigation main, detours and maintenance of traffic, thorough pipeline testing, clearance for service, meticulous restoration efforts, and all other miscellaneous work required for the successful completion of the project.

This infrastructure upgrade not only addresses the current corrosion issues but also positions the water and wastewater systems for enhanced efficiency and longevity. The incorporation of temporary bypass mains reflects a thoughtful strategy to mitigate service disruptions, showcasing a commitment to maintaining the uninterrupted delivery of essential services to the community throughout the construction process.
