Award of Contracts to Thirteen (13) Firms for Miscellaneous Water and Wastewater Engineering Related Disciplines on an As-Needed Basis (RFQ 2026-008). - Stephen DiSantis, Purchasing and Risk Manager

BACKGROUND:
In accordance with Florida Statutes, Chapter 287.055, Consultants Competitive Negotiations Act (CCNA), on February 16, 2025 the City of Marco Island published a request for qualifications (RFQ 2026-008) from Florida certified, licensed, and experienced Water and Wastewater Engineering firms to assist the City with various Water and Wastewater Engineering related services on an as-needed basis. As limited by the CCNA, work awarded under these contracts will be for projects in which the estimated construction cost of each individual project does not exceed $7.5 million, or for study activity where the fee for each individual study does not exceed $500,000.
A total of 193 suppliers have been notified about this solicitation, 48 have obtained the solicitation documents, and 13 have submitted proposal packages. Submittals have been subsequently reviewed by a scoring committee per Section 2-263 of the Marco Island Purchasing Ordinance. A recommendation has been made to award contracts to the firms as outlined in the attached Final Scoring Worksheet within the respective technical areas.
FUNDING SOURCE / FISCAL IMPACT:
There is no direct financial impact from the award of these contracts. Funding for the individual projects or studies is included in each department’s operating and/or capital budgets.
RECOMMENDATION:
Authorize the City Manager to execute contracts with thirteen (13) firms for miscellaneous Water and Wastewater Engineering related services on an as-needed basis for a three (3) year term with a possibility of one (1) additional three (3) year extension as outlined in RFQ 2026-008.
