BACKGROUND:
The City maintains 81 portable power generators, including 60 units purchased through a FEMA grant awarded in 2019 to support the emergency operation of wastewater lift stations and water supply wells during power outages. These generators are critical assets that help ensure continuity of essential water and wastewater services during hurricanes and other emergency events.
The generators are currently stored at the North Water Treatment Plant warehouse and in various parking areas. To provide a secure, and code-compliant long-term storage solution, the City proposes construction of an open storage building at the South Water Treatment Plant. The facility will serve as the permanent storage location for the generators, improving operational readiness, storm resiliency, and equipment preservation.
The City retained American Engineering Consultants of Marco Island, Inc. to prepare the construction plans and specifications for the project. Invitation to Bid (ITB) 2026-004 was publicly advertised on April 19, 2026. The solicitation was distributed to 747 potential vendors, and 43 vendors downloaded the bid documents. On June 17, 2026, the City received six bids, of which two were deemed non-responsive due to missing required signatures. The responsive bids received were as follows:

Staff reviewed the bids and determined that Rycon Construction, Inc. submitted the lowest responsive and responsible bid. Therefore, staff recommend awarding the contract for the SWTP Portable Generator Open Storage Structure to Rycon Construction, Inc. in the amount of $1,658,476.60.
This project has been awarded a grant from the Florida Department of Commerce in the amount of $600,000 to assist with project funding.
FUNDING SOURCE / FISCAL IMPACT: Funding for this project is provided in the approved FY26 Water and Sewer Capital Improvement Program (CIP) Fund 430. Under GL account: 431-5300-5360-606200-22011.
RECOMMENDATION:
Authorize the City Manager to Award a Contract to Rycon Construction, Inc. for the Construction of the SWTP Portable Generator Open Storage Structure in the amount of $1,658,476.60.
