Discussion - Parks and Recreation Advisory Committee Recommended Revisions to the Veterans’ Community Park Value Management Log

BACKGROUND:
On April 19, 2021, staff with support from Kimley-Horn and Associates and Manhattan Construction Company presented the 90% Construction Document Cost Estimate based on the 90% Landscape and Architectural Design Plans. After review, Council approved the proposed Veterans’ Community Park Cost Estimate at $10,484,184.00.
After that meeting, staff was directed to attend the Parks and Recreation Advisory Committee meeting on April 20, 2021, to discuss the Value Management Log and to receive recommendations from the Committee on what items they believed that should be included in the overall project. After a lengthy discussion, the Value Management Log was revised to reflect the comments from the Committee and these revisions are attached. The Chairman of the Committee also prepared a memorandum outlining these revisions.
One additional item to be considered by the Council, is the addition of fiber optic connection from the City Hall Complex (FS/PD) to Veterans’ Community Park. The estimated cost of the extension of this fiber is approximately $361,000 to $400,000 installed. The unknown costs at this time would be the cameras or other security items that may be added to the park in the future. Council should note that this cost is not part of the contract with Manhattan but will be included within an IT Capital Project request for this FY.
FUNDING SOURCE / FISCAL IMPACT:
The current Construction Cost Estimate = $11,054,045.00
The revisions to the Value Management Log suggested by the Parks and Recreation Advisory Committee could reduce the total project cost to $10,712,587.00 if accepted by the City Council.
RECOMMENDATION:
After review of the revised Value Management Log, the staff recommends the City Council provide direction for the completion of the Guaranteed Maximum Price (GMP) for the Park Project.

“I move to accept the Revised Veterans’ Community Park 90% Construction Cost Estimate of $10,712,587.00 as shown on the Revised Value Management Log.”
