Authorize the City Manager to Issue a Purchase Order to DN Higgins, Inc. for the Installation of a Sanitary Sewer Service Lateral at 839 Inlet Drive in the Amount of $56,380.00 - Jeffrey E. Poteet, General Manager, Water & Sewer Department.

BACKGROUND:
The Septic Tank Replacement Program (STRP) was successfully completed in 2014. As part of the program, a sanitary sewer service lateral was installed to serve the property located at 837 Inlet Drive, and the property owner was appropriately assessed for sewer service availability.
Subsequently, the original parcel was subdivided into two separate properties with individual addresses: 837 Inlet Drive and 839 Inlet Drive, Marco Island.
Because the property at 839 Inlet Drive did not exist during the STRP, a sewer service lateral was not installed. The property owner is currently constructing a new residence and has requested installation of a sanitary sewer service lateral from the City's gravity sewer main to the property line. The existing gravity sewer main is located approximately 12 feet below the roadway surface in the center of Inlet Drive.
Since the need for this service connection resulted from the subdivision of the original parcel after completion of the STRP, all costs associated with installing the sewer lateral from the City's gravity sewer main to the property line are the sole responsibility of the property owner.
The property owner has prepaid the City the full estimated construction cost of $62,018, which includes the contractor's estimated cost of $56,380 plus a 10% contingency. Upon completion of the project, the City will pay the contractor, and any unused contingency funds will be refunded to the property owner. Although not anticipated, if the final construction cost exceeds the prepaid amount, the property owner will be responsible for paying the additional costs.
FUNDING SOURCE / FISCAL IMPACT:
Funding for this project is being provided entirely by the property owner; therefore, there is no fiscal impact to the Water & Sewer budget. The property owner has already submitted to the City the full amount of the contractor's contract.
RECOMMENDATION:
Authorize the City Manager to Issue a Purchase Order to DN Higgins, Inc. for the installation of a sanitary sewer service lateral at 839 Inlet Drive in the amount of $56,380.00
