BACKGROUND

The City of Marco Island’s South Water Treatment Plant (SWTP) utilizes the reverse osmosis process, has a permitted capacity of 6.0 million gallons per day, and treats brackish groundwater from 14 water production supply wells located on the island.

 

The SWTP East High Service Pump Station (HSPS) was built in 2006 and houses four vertical turbine pumps. During the high peak water demand all four pumps are in used. In the event of a pump failure, a spare high service pump is needed to maintain the firm capacity of the pump station as required. The reliable operation of the SWTP is critical to meeting the community’s drinking water demands and maintaining the City’s water supply.

 

Afton Pump is the original manufacturer of the pumping system installed in 2006. Afton Pumps are compatible with the existing infrastructure, control systems, and existing operating procedures. Therefore, for this purchase staff recommends utilizing a non-competitive procurement, as defined in the City Code of Ordinances, Article V. Division 2, Section 2-255 (c) to accomplish this purchase in accordance with the following ordinance criteria:

 

                     Section 2-255 (c)(7): Where complete systems or equipment, parts, or replacements of specified makes and models are needed for interoperability, compatibility, or standardization purposes.

                     Section 2-255 (c)(8): When competitive purchasing would not otherwise be in the best interest of the city.

 

FUNDING SOURCE / FISCAL IMPACT:  Funding for this project is provided in the approved FY2024 CIP Renewal and Replacement (RR&I) funds. 

 

RECOMMENDATION: Authorize the City Manager to Issue a Purchase Order to Afton Pumps for the purchase of an Afton Pump Model 12X14-16 MPV Vertical Turbine Pump for City’s SWTP in the Amount of $69,750.00.
