BACKGROUND:
The Winterberry Beach Access Boardwalk, located at the intersection of Winterberry Drive and South Collier Boulevard, sustained significant damage as a result of Hurricane Ian. To address the necessary repairs and restore the boardwalk to a safe and functional condition, the City engaged Bowman Consulting to evaluate the damage and develop the plans and specifications for the required repairs. Based on those plans and specifications, the City conducted a public bidding process to obtain competitive proposals from qualified contractors. Blue Marlin Marine Companies, Inc. submitted the lowest responsive and responsible bid in the amount of $128,217.60 to complete the required repairs to the Winterberry Beach Access Boardwalk. The proposed repairs will address the hurricane-related damage and restore the beach access boardwalk for continued public use.
The City received four bids:
Wavepoint: $521,969
Blue Marlin: $128,217
Tadeos Engineering: $381,020
Infinite Constrution: $207,884
FUNDING SOURCE / FISCAL IMPACT:
Funding for the Winterberry Beach Access Boardwalk repairs will be provided through the General Fund Reserves. The total contract amount is $128,217.60. As part of the FY26 budget City Council placed $430,000 in Reserves for this project. The City will also apply for TDT reimbursement for this project.
RECOMMENDATION:
Staff recommend that City Council award the contract to Blue Marlin Marine Companies, Inc. in the amount of $128,217.60 for the Winterberry Beach Access Boardwalk repairs and authorize the City Manager to execute the necessary contract documents.
