BACKGROUND

The City of Marco Island operates two deep injection wells (IW-1 and IW-2) that are essential components of the City’s wastewater and water treatment infrastructure. These wells are used to dispose of treated effluent from the Marco Island Reclaimed Water Production Facility as well as saltwater concentrate generated as a byproduct of the reverse osmosis process at the South Water Treatment Plant.

 

The City’s deep injection wells are regulated by the Florida Department of Environmental Protection (FDEP) through the Underground Injection Control (UIC) Program, which issues permits governing the construction, operation, monitoring, and testing of Class I injection wells. The FDEP operating permit for Injection Well IW-1 (FDEP No. 280170-011-UO/1X) requires that a Mechanical Integrity Test (MIT) be completed at least once every five years to confirm the structural integrity of the well and ensure injected fluids remain confined to the approved injection zone.

 

The most recent MIT for IW-1 was completed on September 27, 2021, and the next MIT is required to be completed before September 26, 2026. The MIT must be conducted under an FDEP-approved testing plan, certified by a licensed professional geologist or engineer, and witnessed by FDEP personnel. In addition, the MIT plan must be submitted to FDEP at least 90 days prior to testing, and the final report must be submitted within 90 days following completion of the test.

 

APEX Companies, LLC (formerly Water Science Associates) is under the City’s continuing professional engineering services contract 2020-20 for water and wastewater engineering and hydrogeology services. APEX’s proposed scope includes preparation of the MIT plan, coordination and oversight of field testing through a qualified subcontractor, and preparation of the final MIT report for submittal to FDEP. The total cost for these services is $128,500.

 

APEX is qualified to perform this type of service and has prior experience supporting the City with UIC compliance requirements. The firm will provide professional oversight to ensure the City meets all regulatory deadlines and maintains compliance with FDEP permit conditions.

 

FUNDING SOURCE / FISCAL IMPACT:

This project was planned for and is fully funded in the approved FY 2026 Water and Sewer Administration Operating Budget, account number 400-5300-5363-523100.

 

RECOMMENDATION:

Staff has reviewed the proposal and recommends that City Council authorize the Interim City Manager to issue a Purchase Order to APEX Companies, LLC (formerly Water Science Associates) for professional consulting services related to the Mechanical Integrity Testing of Deep Injection Well IW-1 in the amount of $128,500, in order to meet the Florida Department of Environmental Protection (FDEP) Underground Injection Control (UIC) permit requirements
