BACKGROUND:
The City of Marco Island’s South Water Treatment Plant (SWTP) utilizes a reverse osmosis (RO) membrane treatment process to treat brackish groundwater for the City’s groundwater supply system. Groundwater Well RO-16, located on South Sunset Street, is a critical component of the City’s water production infrastructure. In late 2025, staff observed a significant increase in the salinity levels within the well, indicating a potential integrity issue within the well casing. As a result, a purchase order was issued to Apex Companies, LLC, through its subsidiary Water Science Associates, LLC, to conduct geophysical logging and video survey investigations of Well RO-16. The investigation identified saline intrusion entering the well through a separated casing joint located approximately 156 feet below the top of casing.
To address the issue and restore the well’s integrity and operational reliability, Apex submitted a proposal dated May 7, 2026, to provide hydrogeological and well remediation services, including the installation of an internal stainless-steel liner within Well RO-16. The proposed scope of work includes removal of the existing wellhead and pumping equipment, installation of approximately 160 feet of 8-inch stainless steel liner casing, cementing the liner in place, conducting post-installation video surveys, reinstalling pumping equipment, and testing the rehabilitated well to ensure proper operation.
In addition to the field work, Apex will prepare a final technical report documenting the remediation activities, caliper log and video survey results, and startup testing information associated with the rehabilitated well.
The total proposed cost for the project is $145,000, consisting of $141,500 for liner installation and testing services and $3,500 for preparation of the technical report. The work will be performed under the City’s existing professional services agreement with Water Science Associates, Inc. for Water and Wastewater Engineering Services.
City Council approval is requested to authorize the City Manager to execute the proposal with Apex Companies, LLC / Water Science Associates, LLC for the remediation and liner installation of Groundwater Well RO-16.
FUNDING SOURCE / FISCAL IMPACT:
Funding for the proposed rehabilitation and liner installation is available within the approved FY2026 Water and Sewer Capital Improvement Program under GL Account No. 430-5300-5336-606400-20012, Well Maintenance Program. The total fiscal impact associated with this proposal is $145,000.00
RECOMMENDATION:
Staff recommends that City Council approve the purchase order to Apex Companies, LLC / Water Science Associates, LLC in the amount of $145,000 for the rehabilitation and liner installation of Groundwater Well RO-16 and authorize the City Manager to execute all necessary documents associated with the project. The proposed remediation will restore the integrity and reliability of Well RO-16, protect the City’s potable water supply infrastructure, and minimize the potential for continued saline intrusion into the well.
The recommendation also includes Task 2, which provides for the preparation of a final technical report documenting the remediation activities, caliper log and video survey results, pump startup information, and final well conditions. This documentation is necessary to verify the effectiveness of the repair, maintain accurate records of the City’s water supply infrastructure, support future operational and maintenance activities, and provide technical documentation for regulatory purposes.
