Resolution - Approving Amendments to the City of Marco Island Construction Standards Handbook for Work Within the Right-of-Way - Justin Martin, P.E., Director, Public Works

BACKGROUND:
This amendment of the City’s “Construction Standards Handbook for Work Within the Right of Way” the (“Handbook”) consists of the following changes:
1. In Section 1, update the definitions of the following terms:
22. “Invert Elevation”
44. “Sidewalk”
45. “Shared Use Path”
2. In Section 3, Paragraph 1, replace the phrase “be accord” with “be in accordance.”
3. In Section 7, “Standard Requirements for Work,” add items t., u., v. in subsection 1, “Standard Permitting Requirements”, as follows:
• Item t. clarifies that improvements, repairs, modifications, or replacements to driveways, sidewalks, drainage, swales, irrigation, sod/ground cover, grading, or landscape planting require a right of way permit and that existing improvements within the right of way must be brought into conformance with the Construction Standards Handbook.
• Item u. indicates that gravel, stone, river rock, and artificial turf are prohibited within the right of way.
• Item v. indicates that culvert inlet box systems shall only be permitted as deemed necessary by the Public Works director.
4. In Section 11, “Storm Drainage Improvements,” remove corrugated steel pipe and corrugated aluminum pipe as acceptable materials from subsection f., “Materials and Construction” and replace with “Corrugated Polypropylene Pipe,” including required specifications
.
5. In Section 13, “Sod and Approved Groundcover Species Placement,” add “Zoysa” as an approved grass sod type.
6. Rename Section 14, “Sidewalk Construction” to “Sidewalk/Shared Use Path Construction.”
7. In Section 14, “Sidewalk/Shared Use Path Construction,” change the sidewalk minimum thickness from four inches (4”) to six inches (6”). In addition, add a requirement for wire mesh in sidewalk concrete at driveways in order to minimize the cracking and breaking of concrete.
8. Revise Sheet No. 4, “Swale Cross Section Detail” to include exfiltration perforated pipe, gravel, and filter fabric for water quality treatment.
9. Revise Sheet No. 10, “Driveway Construction Details” to include a note indicating that asphalt driveways are only permitted for commercial driveways abutting alleys.
Approval of the attached resolution formalizes the amendment to the Handbook.
FUNDING SOURCE / FISCAL IMPACT: None
RECOMMENDATION: Staff recommends approval of Resolution 24-25 to update the City’s “Construction Standards Handbook for Work Within the Right of Way”.
POTENTIAL MOTION: “I move to approve Resolution 24-25.”
