BACKGROUND:
The Caxambas Court/Roberts Bay Bridge was originally constructed in 1973. In 2023, the Florida Department of Transportation (FDOT) conducted a structural inspection and determined that the bridge was deficient and in need of replacement to ensure long-term safety and reliability.
On February 5, 2024, the City Council approved Resolution 24-06, authorizing the City Manager to execute a locally funded agreement with FDOT. This agreement includes a deposit representing 25% of the estimated design cost for the bridge replacement (FPID# 445460-1-32-01). Notably, FDOT’s scope of work does not include the design of the water and sewer mains currently attached to the bridge, as these utilities fall under the jurisdiction of Marco Island Utilities. Consequently, utility design was excluded from Resolution 24-06.
In June 2025, the City Council approved the design for the relocation of the water and sewer utilities associated with the Caxambas Court Bridge Project through Resolution 25-28. The design has since been completed, and the project is now ready for public bidding and construction. FDOT is currently preparing the Invitation to Bid (ITB) package for the utility work phase associated with the bridge replacement project.
The attached resolution authorizes the City Manager to execute a Utility Work by Highway Contractor Agreement with FDOT for the replacement of the water and sewer utilities as part of the bridge project. This approach will streamline the construction process by aligning the utility work with the bridge construction schedule.
FUNDING SOURCE / FISCAL IMPACT: Funding for this project has been requested in the FY2027 budget. Approval of this item will commit funding from the FY27 Capital Improvement Program (CIP) Main Improvements Account No. 4305336-606300-25076. These funds will become available only after October 1, 2026.
RECOMMENDATION:
Approve Resolution 26-33, Authorizing the City Manager to execute a utility construction agreement with the FDOT Highway Contractor (Financial Project No. 445460-1-56-01) and a three party escrow agreement with the FDOT and State of Florida, Department of Financial Services, and the City of Marco Island for the relocation of its water mains within the limits of FPID 445460-1-52-01 Caxambas Court / Roberts Bay Replacement Structure #034112, in the amount of $1,265,897.00.
