BACKGROUND

The City of Marco Island Water and Sewer Department is requesting approval for Apex Companies, LLC, through its wholly owned subsidiary Water Science Associates, LLC, to provide hydrogeological services for the plugging and abandonment of Reverse Osmosis (RO) Wells RO-7 and RO-8. The total proposed cost for these services is $135,500.00.

 

RO-7 and RO-8 are brackish groundwater supply wells that have experienced significant deterioration over time due to age, mineral scaling, corrosion, and structural damage associated with prolonged exposure to the highly mineralized groundwater environment. In 2025, Apex completed video survey investigations of both wells and identified substantial internal obstructions and other defects that rendered rehabilitation impractical and excessively risky. Based on these findings, Apex concluded that the wells had reached the end of their useful service life and recommended that they be properly plugged and abandoned in accordance with regulatory requirements.

 

The proposed scope of services includes preparation of plugging and abandonment plans and procedures, subcontracting with a licensed Florida water well drilling contractor to perform the abandonment activities, and providing professional hydrogeological oversight during the work. Apex will also prepare a technical memorandum documenting the completed abandonment operations and provide all required completion certifications.

 

Well RO-7 is located behind the Marco Island Area Association of Realtors building on Waterway Drive, and Well RO-8 is located at the corner of Samoa Avenue and Bald Eagle Drive. The contractor estimates the plugging and abandonment activities will require approximately four to five days per well.

 

The proposal is being performed under the City’s existing Professional Services Library contract for Water and Wastewater Engineering Services, originally executed with Water Science Associates, Inc. and subsequently renewed through October 15, 2026.

 

FUNDING SOURCE / FISCAL IMPACT:

Funding for the proposed plugging and abandonment of groundwater wells RO-7 and RO-8 is available within the approved FY2026 Water and Sewer Capital Improvement Program under GL Account No. 430-5300-5336-606400-20012, Well Maintenance Program. The total fiscal impact associated with this proposal is $135,500.00. 

 

RECOMMENDATION

Staff recommends that the City Council approve the purchase order to Apex Companies, LLC, through its wholly owned subsidiary Water Science Associates, LLC, in the amount of $135,500.00 for hydrogeological services associated with the plugging and abandonment of ground water wells RO-7 and RO-8, and authorize the City Manager to execute the necessary documents.
