BACKGROUND:
FDOT's inspection of the West Winterberry bridge on January 18, 2023, identified deficiencies that must be addressed. Repairs are necessary to ensure the continued safe use of the bridge and maintain its structural integrity. The City’s consultant prepared repair specifications, and the project was subsequently put out for public bid.
The project (ITB #2024-038) was advertised on June 30, 2024. It was broadcast to 737 vendors, 30 of whom downloaded the bid package. The City received five bids on August 22, 2024. The bids include a $30,000 owner’s contingency for unforeseen expenses.

Upon examining the submitted bids, City staff has determined that Thomas Marine Construction, Inc. is the lowest, most responsive, and responsible bidder. City staff recommends awarding the contract to Thomas Marine Construction, Inc., for the repair of the West Winterberry Drive bridge.
FUNDING SOURCE / FISCAL IMPACT: Funding for this project is provided in the capital “PW Annual Bridge Rehab” account.
RECOMMENDATION: Award Contract to Thomas Marine Construction, Inc., for repair of the West Winterberry Drive bridge in the amount not to exceed $228,900.00.
