BACKGROUND:
The City of Marco Island is implementing a Pilot Aeration Project to evaluate the impact of destratification aeration on water quality in the Hollyhock waterways, specifically in the area between Dan River Court and Hollyhock Ct. The study aims to monitor dissolved oxygen (DO) levels and other water quality indicators to determine the effectiveness of the aeration system in improving canal conditions. The scope includes baseline, active aeration, and post-aeration phases, totaling approximately ten weeks of sampling and analysis. Samples will be collected at seven (7) designated monitoring stations, with in-field measurements and laboratory analysis focused on parameters such as DO, temperature, conductivity, oxidation-reduction potential (ORP), depth, and airflow.
Although the City has an existing contract for laboratory testing services, the current vendor was unable to accommodate the sampling scope of this project due to staffing limitations. As a result, the City issued invitation to Bid ITB #2025-016 on February 9, 2025, soliciting proposals from laboratories to perform water quality testing services. The bid closed on March 21, 2025, with no responses received. Following the bid closure, city staff contacted three laboratories directly to request quotes. Of those, only one, Sanders Laboratories Environmental Testing Services, submitted a proposal for $87,900.00. The other two labs responded but indicated they could not provide quotes due to capacity or staffing limitations.
City staff reviewed the proposal and confirmed that it meets the requirements for field testing outlined in the project scope. Staff recommends issuing a Purchase Order to this firm for $87,900.00 for quality testing services in support of the Pilot Aeration Project.
FUNDING SOURCE / FISCAL IMPACT: This project is included in the FY25 Capital Plan and is a City match for the DEP grant agreement LPA0571. The funding is allocated through accounts 300-5400-5410-606300-24007.
RECOMMENDATION:
City staff have reviewed the proposal and the scope of work and recommends that the City Council authorize the City Manager to prepare and approve the Purchase Order for $87,900.00 from Sanders Laboratories Environmental Testing Services.
