BACKGROUND:
DESCRIPTION:
The applicant, Marco Lakeside Inn, LLC, has requested a text amendment to Section 30-245 of the City’s Land Development Code (LDC), which establishes dimensional standards, including density requirements, for properties within the General Commercial (C-4) Zoning District.
Specifically, Section 30-245(8) currently limits hotel density within the Marco Lake Plat, including Highlands and Highlands Addition, to 16 units per acre. The applicant is requesting that this limitation be removed or modified to permit additional hotel units on three lots, up to the maximum density of 26 units per acre established by the Comprehensive Plan. The applicant’s justification for the requested amendment is provided in the attached staff report.
PLANNING BOARD RECOMMENDATION:
The Planning Board reviewed this matter on August 7, 2026, including the hotel and restaurant’s current use and potential redevelopment opportunities. The discussion also addressed possible use restrictions and the need for additional development density. With a vote of 6-0, the Planning Board recommended the City Council approve this change to Section 30-245(8) of the Land Development Code.
The Planning Board also finds that the proposed amendments are consistent with the following provisions of the City’s Comprehensive Plan’s Future Land Use Element:
1. Objective 3.2: Support orderly, well-planned commercial and mixed-use development in appropriate locations to serve residents, businesses, and their customers.
2. Policies 1.1.3, 1.2.2, 3.2.4, and 4.1.1: As outlined in the staff report.
FUNDING SOURCE / FISCAL IMPACT: Applicant has paid $2,000.00 in applicable fees.
