BACKGROUND:
The general objective was for the City of Marco Island to provide contract administration, management services, construction engineering and inspection services and quality acceptance reviews of all work associated with the construction and associated improvements. The services performed shall be in accordance with the Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction and FDOT Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways. The intent of the project was to replace the structurally deficient Smokehouse Bay Bridge over Smokehouse Creek (A/K/A Winterberry Bridge) (#034113), which would include widening of the travel lanes and sidewalks, as needed.
The State of Florida Department of Transportation (FDOT) previously entered into a Joint Participation Agreement, FM 450848-1-54-01, on May 11, 2023, in the amount of $1,702,512.00 to provide funding for Construction and Construction Engineering Inspection (CEI) services. The City publicly advertised the replacement project on March 7, 2024, and received three bids, with the lowest bid totaling $8.7 million. However, the bids received exceeded the combination of available budgeted funds and state grant funding by a substantial margin. On April 22, 2024, the City was presented with alternatives, including rehabilitation of the existing bridge to correct the deficiencies identified in FDOT’s bridge inspection reports. The rehabilitation cost was approximately 4% of the estimated full replacement cost. Based on this significant cost difference, City Council elected to proceed with rehabilitation rather than replacement. The rehabilitation effort is expected to extend the bridge’s service life by approximately 10 to 15 years.
In accordance with Section 5 of the Agreement, the parties may mutually agree to terminate the Agreement for their convenience. The termination document will specify the effective date and outline the procedures required to properly close out the Agreement.
