Authorize the City Manager to Execute a Contract 2021-014 with Layne Christensen Company for South Water Treatment Plant (SWTP) Acidification of Two (RO-14 and RO-19) Production Wells in the Amount of $299,475.40
BACKGROUND:
The City’s brackish water wellfield is an important component of the City’s water supply and is especially critical during the dry season when demand is highest, and the surface water supply is limited. Approximately 28% of the City’s potable water demand is met from the City’s brackish water wellfield. The City’s brackish water wells are experiencing declining production capacities due to carbonate mineral precipitation, which is a common occurrence in limestone aquifer wells. The precipitate clogs the porosity in the well walls, resulting in greater drawdown, which ultimately results in failure of the well to produce water. The City’s brackish water wells have reached a critical point where rehabilitation is needed.
As part of the W&S Department’s 5-year capital improvement program, funding for “Well Maintenance” has been approved. This contract award and purchase order authorization addresses the needed well rehabilitation, which will improve the overall wellfield water quality.
This bid (ITB #2021-014) was advertised on 2/14/21, 831 suppliers were notified, 14 downloaded the bid package and on 3/18/21 City received the below five (5) bids:

All the above bids include $30,000 owner’s contingency allowance. City Staff reviewed the bids and recommended the award of Contract to Layne Christensen Company which submitted the lowest, responsive, and responsible bid.
FUNDING SOURCE / FISCAL IMPACT: Funding for this project is provided in the approved FY 21 Water and Sewer Capital Improvement Program (CIP)/Well Maintenance Program (Fund 430).
