BACKGROUND

The City’s brackish water wellfield is an essential component of its water supply. It is especially critical during the dry season when demand is the highest, and the surface water supply is limited. Approximately 30% of the City’s potable water demand is from the City’s brackish water wellfield. The City has 14 active wells and 3 wells out of service.  The three wells out of service were constructed in 1991 and very quickly demonstrated high salinity levels ranges. Well #5 is one of the three wells and has been out of production since 2008 due to excessive salinity. This project consists of partially back plugging well #5 to reduce salinity and return the well back to service. The lower level of the well contained higher salinity water than the upper flow zone. The objective is to remove the higher salinity contribution by blocking off the lower flow zone and enhance the yield to the upper zone with less saline contribution. The partial back plugging will improve the water quality of this well to an acceptable salinity level, reviving the existing well providing significant cost savings to the City.

 

As part of the W&S Department’s 5-year capital improvement program, funding for “Well Maintenance” has been approved. This contract award authorization addresses the needed well rehabilitation, which will improve the overall wellfield water quality.  

 

This bid (ITB #2024-013) was advertised on December 23, 2023, 621 suppliers were notified, 9 downloaded the bid package and the City received a total of three bids on February 16, 2024. Each bid included a $10,000 owner-initiated contingency for unforeseen expenses. Wells and Water Systems was disqualified due to a missing document in their submission.

Upon thorough examination of the submitted proposals, the staff has determined that two out of the three submittals align with the bid request, with Layne Christensen Company presenting the most cost-effective solution. It is the staff’s recommendation to grant the contract to Layne Christensen Company for the back plugging of water supply well #5.

 

FUNDING SOURCE / FISCAL IMPACT:  Funding for this project is provided in the approved FY 24 Water and Sewer Capital Improvement Program (CIP) under Well Maintenance Program (Fund 430).
