BACKGROUND:
To implement measures that reduce or eliminate long-term risks to people and property from natural hazards, the Federal Emergency Management Agency (FEMA) provides funding for statewide and local hazard mitigation projects through Section 404 - Hazard Mitigation Grant Program (HMGP).
The City applied for and received a grant award for the Annex Building Wind Retrofit, Flood Barriers, and Generator Project. City Council authorized execution of the original grant agreement and the required local match on March 6, 2023.
On November 18, 2024, the City submitted a request to FEMA for a grant budget increase to include Project Design and Engineering costs of $42,370.00. On December 23, 2025, the City was notified that FEMA approved the budget increase.

City staff is prepared to initiate the project upon City Council approval of the updated grant funding and local match, and authorization to fund the project through a budget transfer from General Fund’s reserve. The General Fund’s reserve will be reimbursed by the grant upon project completion.
FEMA utilizes the Florida Division of Emergency Management (FDEM) as the pass-through entity responsible for administering the HMGP.
The attached amended grant agreement has been reviewed by the City Attorney for legal sufficiency and will be executed by the Interim City Manager following City Council approval.
FUNDING SOURCE / FISCAL IMPACT: The project will be initially funded through a budget transfer from General Fund’s reserve in the amount of $482,745.00. The City will be reimbursed for the federal share of the project costs upon completion.
RECOMMENDATION: Adopt Resolution 26-14 authorizing the Interim City Manager to execute the Amended Grant Agreement with the Florida Division of Emergency Management for Hazard Mitigation Grant Project 4486-073-R, Annex Building Wind Retrofit, Flood Barriers, and Generator, in the amount of $434,470.50, with a local match of $48,274.50, for a total project cost of $482,745.00, and authorizing a budget transfer from the General Fund’s reserve in the amount of $482,745.00 to fund the project.
