BACKGROUND

Replacement of the City’s traffic signal controllers and construction of pedestrian safety improvements at five intersections are included in the approved Capital Improvements Program (CIP).

 

The project includes:

                     Installation of lighted pedestrian “blank-out” signs

                     Implementation of Leading Pedestrian Interval (LPI) signal timing to enhance pedestrian safety

                     Installation of emergency vehicle traffic signal preemption systems

                     Replacement of existing vehicle detection devices

                     Replacement of corroded signal wiring

The project was publicly advertised for bidding on January 29 and distributed to 374 vendors. One (1) responsive and responsible bid was received from Horsepower Electric Incorporated in the amount of $2,169,169 at the March 12, 2026 bid opening.

 

Following the bid opening, City staff successfully negotiated a reduction of $176,190, resulting in a revised total project cost of $1,992,979, which includes a $30,000 Owner’s contingency for unforeseen conditions.

The revised bid includes improvements at all ten of the City’s signalized intersections, excluding the N. Collier Boulevard and N. Barfield Drive intersection, which is currently under construction and will include new controllers and pedestrian safety features.

 

Horsepower Electric is currently constructing the N. Collier Boulevard and N. Barfield Drive intersection improvements and previously completed the Winterberry Drive and S. Collier Boulevard signal project. Based on this experience, City staff has determined the contractor to be responsive and responsible.

 

City staff recommends awarding the contract to Horsepower Electric for the Intersection Traffic Control and Pedestrian Safety Improvements Project.

 

 

 

 

FUNDING SOURCE / FISCAL IMPACT

Funding is available within the approved Public Works CIP in the following accounts:

1.                     Traffic Signal Control Replacements (25001): $1,000,000

2.                     Pedestrian Safety Improvements (25002): $843,840

3.                     N. Collier/N. Barfield Intersection (24001): $189,285

Upon approval, staff will transfer funds from Accounts 25002 and 24001 into Account 25001 to fully fund the total project cost of $1,992,979.

RECOMMENDATION

Authorize the transfer of funds as described above and award the contract for the Intersection Traffic Control and Pedestrian Safety Improvements Project to Horsepower Electric Incorporated in the amount of $1,992,979.
