BACKGROUND:
The City of Marco Island Fire Rescue Department operates a fireboat to provide emergency response and fire-suppression services throughout the City’s waterways and surrounding areas.
The Department currently leases a slip at the Marina at Factory Bay for $16,800.00 annually. Although this arrangement provides suitable temporary mooring, acquiring a permanent slip would ensure that the fireboat remains securely and consistently available for emergency response.
Boat Slip A-15 recently became available for purchase. Staff initiated discussions with the owner and completed the necessary due diligence, including obtaining an independent appraisal and working with the City Attorney to prepare the proposed purchase agreement.
Carroll & Carroll appraised the boat slip on September 2, 2026, and determined its fair market value to be $100,000.00 The negotiated purchase price is $90,000.00.

Funding Plan
The acquisition represents a capital investment in the infrastructure necessary to support the City’s marine fire-rescue operations. The purchase would be funded entirely through available Fire Impact Fee revenues. The Fire Impact Fee revenue account currently has a balance of $547,063.87.
Impact fees fund capital infrastructure and equipment needed to provide additional capacity associated with new or expanding development. The fireboat was acquired to meet the City’s expanding operational needs, and a permanent mooring facility is necessary to support its continued readiness and operation.
Following the acquisition, annual Marina at Factory Bay dues of approximately $8,324.00 would be funded through the Fire Department’s operating budget. This is $8,476.00 less than the City’s current annual lease expense of $16,800.00.
The acquisition would eliminate the need to continue leasing a slip and provide a permanent City-owned facility for the Department’s marine operations.
FUNDING SOURCE / FISCAL IMPACT: The acquisition will be funded by the City’s Fire Impact Fee revenues.
RECOMMENDATION: Approve Resolution 26-63, to authorize the City Manager to execute a purchase agreement for Boat Slip A-15 at the Marina at Factory Bay to provide a permanent mooring facility for the Fire Rescue fireboat, for a total amount not to exceed $113,048.00.
