BACKGROUND: 

At the May 8, 2023, City Council meeting, staff gave a presentation on Commercial Zoning Certificates and all the challenging issues facing the Old Marco area. The City Council gave direction to staff to initiate a master planning process, bringing the Old Marco area business and property owners together, addressing zoning, transportation, parking, etc. The proposed timeline for the plan is September 2023, and completing by May 2024.

 

Staff sent out “Request for Proposals” and received two qualified submittals for which Stantec Consulting Services Inc. received the highest rank.

 

A four-person panel selection committee ranked the firms based on the following criteria:

 

1.                     Experience doing this type of work                                                                                    35 points max.

2.                     Technical experience                                                                                                                              25 points max.

3.                     Project understanding and approach                                                                                    20 points max.

4.                     References                                                                                                                                                                        15 points max.

 

The final ranking was as follows:

 

1.                     Stantec Consulting Services, Inc.

2.                     The Corradino Group, Inc.

Consulting services for a master plan was not budgeted for the 2022/23 fiscal year.

 

FUNDING SOURCE / FISCAL IMPACT:

 

Funded per direction by the City Council.

 

 

RECOMMENDATION:  Award of contract for Planning Consulting Services to create a redevelopment master plan to Stantec Consulting Services, Inc, in the amount of $65,000. Stantec Consulting Services, Inc submitted the highest rating proposal.

 

 

POTENTIAL MOTION:  “I move to authorize the City Manager to execute the Contract # for Planning Services to the highest-ranking firm, Stantec Consulting Services, Inc, in the amount of $65,000.
