Racquet Center Fees and Memberships Recommendation - Samantha Malloy, Manager of Parks, Culture, & Recreation
BACKGROUND:
On September 22, 2025, during the City Council meeting, the City Manager suggested that the Parks and Recreation Advisory Committee (PRAC) review the Racquet Center fees and memberships. City Council concurred with the City Manager’s recommendation.
PRAC was tasked to answer the following questions:
- Whether the current pickleball fee structure is appropriate for today’s demand.
- Whether the Racquet Center membership model is the best or most optimal option.
On February 17, 2026, PRAC meeting, the Committee had consensus for the following to be recommended to the City Council:
1. Raise the membership fee for pickleball players at the Club, creating an account so that all funds generated by the Club remain dedicated to maintenance and improvements to the Club.
2. The fee for pickleball membership will be the same for the tennis players, $360 annually.
3. Increase the early guest fee to $17 & after 10:30 am guest fee to $15.
4. Increase memberships from 405 to 450.
Additionally, staff will research and work to implement an electronic locking system in the courts that will allow members to access at the appropriate membership level and enable the gate to unlock for all community members at the designated time for Free Play, currently 4 PM to 6 PM.
The Board was also interested in funding:
- quieter electric leaf blowers
- temporary fencing in controlling membership access
- sound-deadening panels
- parking alternatives so that Club users are not using the swales
