Title

Authorize the City Manager to Execute Purchase Orders to Cardio Partners and Stryker for the Upgrade of Cardiac Monitors in the Total Amount of $58,724.60 - Chris Byrne, Fire Chief, Fire Rescue Department

Body

BACKGROUND:

The Fire Rescue Department presented the upgrade of four (4) Lifepak cardiac monitors to the City Council during the FY24 Capital Budget Workshop. The cardiac monitors are ten (10) years old and have reached the end of service life. Staff has chosen to upgrade rather than replace the cardiac monitors due to the expected release of new cardiac monitor technology within the next five years. The upgrade will extend the life of the cardiac monitors to then be replaced upon release of the new technology.

Firefighter Paramedics utilize cardiac monitors on a daily basis to perform 12-lead ECG analysis to analyze electrical heart rhythm to detect a heart attack, measure blood oxygen and CO2 levels, measure blood pressure, pulse rate and deliver a shock in cardiac arrest situations.

Upon receiving a purchase order, the vendor will ship upgraded cardiac monitors to the Fire Rescue Department. Upon receipt the current monitors will be traded-in to the vendor. The upgrade is accomplished in this manner to maintain in-service availability of cardiac monitors on the fire apparatus.

The vendor proposes $5,500-$9,000 per cardiac monitor trade-in value upon inspection. The minimum value of the trade-in, $5,500 each, results in a total cost that requires City Council approval.

Because this proposal is for the upgrade of existing equipment which will be serviced and maintained by the manufacturer service agent and the cardiac monitors have interoperability with the Department’s Patient Care Records Management System, Staff recommends utilizing non-competitive procurement, as defined in the City Code of Ordinances, Article V. Division 2, Section 2-255 (c) to accomplish this upgrade in accordance with the following ordinance criteria:

•                     Section 2-255 (c)(5): Maintenance and servicing of equipment by the manufacturer or authorized service agent of the equipment.

•                     Section 2-255 (c)(7): Where complete systems or equipment, parts, or replacements of specified makes and models are needed for interoperability, compatibility, or standardization purposes.

•                     Section 2-255 (c)(8): When competitive purchasing would not otherwise be in the best interest of the city.

FUNDING SOURCE / FISCAL IMPACT:

Funding for the Cardiac Monitor upgrade is included in the Fire Rescue FY24 Capital Budget, Cardiac Monitors, #300-5200-5220-606400-16005.
