Report - City Owned Vacant Lots.

BACKGROUND:
In 2003 under the direction of the City Council, the City of Marco Island Community Development Department began the accusation of certain easements and parcels of land in order to peruse goals as outlined in the Park Recreation and Open Space Master Plan. Many of these acquired parcels where used to help construct some of the shared use bike trails that the City has constructed to date and expand park and open space opportunities. (see attached undated property acquisition - rezone issue memo).
On October 20th at the request of the City Council, Growth Management staff was instructed to compile a list of the remaining surplus vacant properties for possible disposition. During this analysis staff Identified 19 vacant parcels that where owned by the City.
Many of these parcels consisted of submerged land which would be unsellable. (Maps #5-7 & 11-15).
Parcel 468360007 (Map #1) consists of 160 acres which needs to be retained by the City as a well field as part of our long term plan for future drinking water.
Parcel 59080440000 (Map #19) consists of .17 acres on 2nd avenue. This property was acquired under FEMA's severe repetitive loss program and is required to remain open space.
Parcel 27180121002 (Map #2) consists of .19 acres which was previously used as a raw water booster station. The infrastructure was no longer necessary and removed. Staff is of the opinion that this parcel has potential to be sold to Collier County to expand the adjacent Isles of Capri Paddlecraft Park.
The following parcels consist of full legal conforming lots which are marketable for sale if City Council should decide to sell these properties.

The following parcels would not be able to be built on individually due to not being able to meet minimum yard requirements. However, the adjacent property owners may wish to acquire the
area to increase their total yard area which may make their properties worth more in value.
Parcel 57800120007 (Map #10) 1615 Winterberry Drive abuts 3 residential properties on Collingswood Street.
Parcel 59020126009 (Map #16) abuts residential property on Delbrook Way.
Parcel 59020128104 (Map #17) abuts residential property on Delbrook Way.
Parcel 59020130008 (Map #18) abuts residential property on Delbrook Way.
FUNDING SOURCE / FISCAL IMPACT: The City may lose open space credits on our yearly community rating system cycle which could impact flood insurance rates for citizens.
RECOMMENDATION: The City can request proposals from realtors to perform a market analysis on some of the properties and after considering the cost benefit analysis of open space within the City's regulatory floodplain, and if authorized by the Council, can proceed to market and sell said properties. Among other criterial for the selection, commission percentage can be considered.
