Extension of Contract #2022-003 with Advanced Environmental Laboratories, Inc. for Monthly Surface Water Quality Testing of City Waterways for Nutrients and Quarterly Testing for Potentially Toxigenic Cyanobacteria (Algae) in the Amount of $92,416.80 Annually - Justin Martin, Director, Public Works

Body

BACKGROUND:  The current Water Quality testing Contract No. 2022-003 was awarded for an initial 3-year term (January 1, 2022 to December 31, 2025) with a possibility of one (1) additional three 3-year renewal upon mutual agreement. Upon expiration of the initial contract term, one (1) additional renewal period of three (3) years shall remain per the commencement section of the contract, section two, page 3. The price increases are consistent with the Consumer Price Index for all Urban Consumers (CPI-U). The renewal letter with the new (January 1, 2026 to December 31, 2028) pricing is attached to this agenda item.

The City of Marco Island entered into a contract with Advanced Environmental Laboratories, Inc. on December 22, 2021, in the amount of $30,676.80, following a successful bid. This contract was originally awarded by the City Manager because it was under the $50,000 threshold.

During the first three years, the scope of work was increased due to the DEP requirements, additional testing sites, and the request from the Waterways Advisory Committee for algae PTOX. The total annual contract amount was increased to $83,416.00.

Advanced Environmental Laboratories, Inc. proposed a 3-year renewal letter with updated billing rates for the contract period from January 1, 2026, through December 31, 2028. It includes price increases for monthly surface water quality testing of City waterways for nutrients, as well as quarterly testing for potentially toxigenic cyanobacteria (algae). The total increase of the contract is $9,000.80, representing a 10.79% increase to the existing contract. The new annual contract amount will be $92,416.80.

FUNDING SOURCE / FISCAL IMPACT:  These services are budgeted in the Public Works FY26 Operating Budget, Other Contractual Services account #001-5400-5410-523400.
