BACKGROUND:
On February 7, 2024, City Council approved the construction of two new horizontal Biologically Active Filter (BAF) systems at the City’s Source Water facility, located approximately nine miles north of Marco Island, in the amount of $9,822,100. The project includes installation of the BAF units and all associated appurtenances, including pump, valves, process piping, electrical switchgear, control systems, and instrumentation. The scope of work also includes demolition and removal of one of the two existing transfer pumps and associated electrical systems to accommodate integration of the new treatment process. The project is currently under construction, approximately 72 percent complete, and remains on schedule and within the approved budget.
The feedwater supply for the BAF system is withdrawn from the South Lake through a transfer pump station. The station currently consists of two 75-horsepower pumps: one electric pump and one diesel-driven pump that serves as a backup. Under the approved BAF scope of work, the existing electric pump is being replaced with a new 200-horsepower electric pump. Replacement of the diesel-driven pump was originally anticipated as a separate project funded through a federal resiliency grant.
The federal resiliency grant was conceptually approved prior to completion of detailed engineering and was based on an in-kind replacement of the existing diesel-driven pump. Subsequent engineering analysis determined that a 75-horsepower pump is insufficient to meet the operational requirements of the BAF system and that full redundant pumping capacity is essential to reliable plant operations. Due to these technical challenges, the absence of compliant alternatives, and the limited time remaining to meet grant requirements, the City Council authorized staff to withdraw from this grant at the meeting on January 5, 2026.
This proposed change order would authorize the contractor to furnish, install, and commission a new 200-horsepower vertical turbine transfer pump equipped with a variable frequency drive (VFD) to fully support the BAF system and meet upgraded operational requirements. In addition to construction-related services, the associated engineering scope includes additional design efforts and preparation of revised permitting documents. Jacobs Engineering Group, Inc. will update and resubmit the required permit documentation to the State to incorporate the new transfer pump.
Because replacement of the diesel-driven pump is unavoidable, the City has an opportunity to achieve significant cost savings by completing this work under the current construction contract with the contractor already mobilized onsite. The City’s consultant has estimated that replacing the pump at a later date, outside of the existing contract and design effort, would cost approximately $999,000, exclusive of additional costs associated with bid preparation, permitting, mobilization, insurance, bonding, and permit fees.
Staff recommends authorizing the following change orders:
1. Cardinal Contractors, Inc. - Purchase, installation, and commissioning of a 200-horsepower vertical turbine transfer pump with VFD in the amount of $628,879, with a time extension of 336 calendar days.
2. Jacobs Engineering Group, Inc. - Extension of engineering services during construction in the amount of $79,875, with a time extension of 336 calendar days.
FUNDING SOURCE / FISCAL IMPACT:
The approved FY 2026 Water and Sewer Capital Improvement Program includes sufficient funding to support this change order. Funding for the 75-hourspower diesel pump replacement is currently budgeted in General Ledger account (GL) 4315336 606400 23331, which has an available balance exceeding $622,000. This project is no longer feasible, making these funds available. Once approved, these funds will be transferred to the BAF project account, GL 4315336 606400 22013, which contains the remaining project funding necessary to accommodate this change order.
RECOMMENDATION:
Authorize the Interim City Manager to execute a change order to Cardinal Contractors, Inc for the purchase and installation of a Vertical Turbine Transfer Pump and upgrade the Service Authorization to Purchase Order 220344 with Jacobs Engineering Inc. and to extend engineering services during construction, in the amount of $628,879 and $79,875.00, respectively.
