Title

Council Direction Regarding Yellowbird Street Roadway and Utility Improvements

Body

BACKGROUND:

On July 18th, 2016 Hole Montes, Inc., (Consultant) was selected to provide survey, geotechnical engineering, project management and plan preparation for reconstruction and widening of Yellowbird St. from Bald Eagle Dr. north to Collier Blvd.  The consultants first task was to provide a geotechnical evaluation of the roadway.  That report is attached and in summary found that the overall pavement was in poor condition.  The investigation found little or no base material for structural support and recommended that the roadway be rebuilt with an adequate pavement section to support current loadings.  Milling and overlay was not recommended.

The evaluation also identified the presence of numerous old water, gravity sewer and force main lines within the corridor and suggested that a non-vibratory method of compaction be used to minimize but not eliminate the chances of damaging existing utilities.  After a review of these findings, the Water and Sewer Manager advertised RFQ 17-014, for Design Services for the Replacement and Improvement of Utilities with the Yellowbird Corridor.  Hole Montes, Inc. was deemed the most qualified respondent for the work and was selected for these tasks.

Currently both the Roadway and the Utility Improvement Project plans are at a 90% design level and are awaiting final review and approval to proceed to preparation of the final bid documents.

FUNDING SOURCE / FISCAL IMPACT:

The Engineers estimates of construction costs are as follows:

1.                     Roadway       $1,732,968.38

2.                     Utility             $1,800,000 to $2,200,000

The roadway improvements are eligible for the use of Road Impact fees and in FY19 this fund contains $1,673,300.27. Additional funding is available with the Public Works 5-year CIP. The Utility improvements are currently “unbudgeted” but could be funded from the Renewal, Replacement and Improvement (RR&I) program which is programmed for annual improvements.  Currently this fund contains $859,000.00.  Alternative funding sources may be available.

Project Options:

1.                     Defer the project until sufficient funding is accumulated within the Utility CIP.

2.                     Only resurface the roadway.  Milling and Overlay cannot be funded with Impact Fees and this project will encumber the FY19 Resurfacing budget of $500,000.00

3.                     Complete the roadway portion of the project only utilizing the recommendations contained within the geotechnical evaluation for compaction to minimize the chance of utility damage.

4.                     Complete the entire project as designed.

RECOMMENDATION:

Staff recommends that, based on the findings within the Geotechnical Report and the age of the existing Asbestos Cement utility lines, that both of these projects proceed to final design and advertisement for bids.  A joint project may provide some cost savings during the bidding process.

POTENTIAL MOTION:

“I move to direct the City Manager to work with the staff to secure additional funding within the current budget for this project and to move forward with the project design and bid advertisement.”
