BACKGROUND

On December 8, 2025, City Council approved the award of a contract to Capital Contractors LLC to perform emergency water leak repairs at Fire Station 51. Following Council approval, construction activities commenced as authorized.

 

During the approved work, and after demolition and investigation progressed, it became evident that the source of the ongoing leak could not be fully addressed under the base contract scope. While earlier moisture detection and repair efforts focused on identified penetrations and plumbing-related areas, continued leakage has caused additional deterioration to the apparatus bay ceiling and surrounding structural components.

 

As construction advanced, conditions were encountered that indicate the second-floor shower pans may have been improperly installed and are likely contributing to the persistent water intrusion. This condition could not be fully confirmed until demolition and access occurred as part of the approved work. The original contractor proposal included an alternate repair scope in the amount of $65,750 to address full removal and replacement of all affected shower pans should they be confirmed as the source of the leak.

 

Based on field conditions now observed, staff have determined that this alternate scope is necessary to permanently resolve the issue and prevent continued damage to the facility. Staff is therefore returning to Council to request authorization to proceed with the previously identified alternate repair scope, ensuring the leak is fully corrected and avoiding future operational disruptions and repair costs.

 

FUNDING SOURCE / FISCAL IMPACT

The alternate amount of $65,750 would be funded from Fire Station Capital - Fire Station Renovations (Account: 300-5200-5220-606200-16014)

RECOMMENDATION

Staff recommend Council approve the $65,750 change order - alternate repair scope for Capital Contractors LLC, to be utilized only if the shower pans are confirmed as the source of the ongoing leak.

 

POTENTIAL MOTION:  

“I move to approve the $65,750 change order - alternate repair scope for Capital Contractors LLC related to emergency water leak repairs at Fire Station 51 and authorize the City Manager to proceed if the alternate work is deemed necessary.”
