BACKGROUND

On 6/25/24, the Collier County Board of County Commissioners voted to pursue potential acquisition of two parcels of land totaling 0.80 acres located on Marco Island at an estimated cost of $1,750,000. County staff will pursue appraisals for each of these parcels and make offers to each of the landowners once the appraisal process is complete.

 

Pursuant to Collier County Ordinance 2002-63, as amended, which established the Conservation Collier Program, “prior to acquiring land located within a municipality's boundaries, approval must first be obtained from the governing body of that municipality.”

 

Therefore, County staff have requested that the Marco Island City Council consider approval of these potential purchases while meeting in regular session on July 22, 2024. The Board of County Commissioners will consider individual purchase agreements for each of these parcels at a future regular meeting should the owners accept the County’s offers.

 

Below is a synopsis of the potential land acquisitions:

 

1.     Property Owner: HK Investment AG Inc

Property Locations: 363 S. Barfield Drive (directly south of the Barfield acquisition across from Hawaii Court)

Size: 0.37 acres

Zoning: C-1/T; Commercial Professional/Transitional District

Estimated Value: $800,000

 

        2.      Property Owner: Gary Van Cleef

Property Location: 383 S. Barfield Drive

Size: 0.43 acres

Zoning: C-3, Commercial Intermediate

Estimated Value: $950,000

 

 

Parcels’ Qualifications for Acquisition

According to the Property Summaries (attached), both parcels met two of the six applicable screening criteria, while the HK Investment parcel met two additional applicable screening criteria, as follows:

 

Both parcels met the criteria for “Human Social Values and Biological and Ecological Values.” They are visible and accessible from S. Barfield Dr. and contain gopher tortoise burrows and burrowing owls. The HK Investment parcel also met the criteria for “Native Plant Community and Enhancement of Conservation Lands.” The parcel contains coastal scrub habitat and is adjacent to a recently acquired Conservation Collier preserve

 

Projected Activities on the Parcels

Plans for the parcels are as follows:

 

                      Installation of signage consistent with the City’s Land Development Codes.

                      Control of exotic plants.

                      Installation of native plants.

 

Installation of parking and trails within the parcels is not recommended by Collier County.

 

 

FUNDING SOURCE / FISCAL IMPACTThe Conservation Collier Trust Fund

 

 

RECOMMENDATION:  Consider approval of Resolution 24-36
