BACKGROUND:
Paved roads need to be resurfaced to maintain their condition, prevent future issues, and improve safety. Resurfacing also helps protect the pavement from environmental factors like weathering, rain damage, and UV degradation. Many roads in Marco Island have cracked because of storm surge, wear, and traffic. Also, the asphalt of many roads on the island has settled around sanitary manholes resulting in roadway bumps at the manholes. Each year the city budgets funds to resurface the roads that are in the poorest condition.
The City publicly bid the annual pavement resurfacing for 2024. The resurfacing project (ITB #2024-019) was advertised on March 31, 2024. The project was broadcast to 1,547 vendors; 13 downloaded the bid package; and the City received a total of two (2) bids on May 9, 2024. The bids include a $50,000 owner’s contingency for unforeseen expenses.

Upon examination of the submitted bids, City staff has determined that the lowest most responsive and responsible bidder is Preferred Materials, Inc. City staff recommends awarding the contract to Preferred Materials, Inc. for the Marco Island 2024 Annual Street Resurfacing.
The portions of the streets to be resurfaced are depicted in the attached map. Also included are manhole and valve adjustments, temporary pavement striping, raised pavement markers, and thermoplastic striping in the areas that will be resurfaced.
FUNDING SOURCE / FISCAL IMPACT:
Funding for this project is included within the FY24 “pay as you go” Capital Improvement Program under G/L No. 3005410-606300-16031.
RECOMMENDATION:
Staff has reviewed the bid submittals and supporting documents and recommends that the Contract be awarded to Preferred Materials, Inc., in the amount of $1,846,474.95.
