BACKGROUND

The Florida Department of Transportation (FDOT) is currently in the design phase for the replacement of the Caxambas Court/Robert Bay Bridge, originally constructed in 1973. Following a structural inspection, FDOT deemed the bridge deficient and in need of replacement to ensure long-term safety and reliability.

 

On February 5, 2024, the City Council approved Resolution 24-06, authorizing the City Manager to execute a locally funded agreement with FDOT. This agreement includes a deposit representing 25% of the estimated design cost for the bridge replacement (FPID# 445460-1-32-01). Notably, FDOT’s scope of work does not include the design of the water and sewer mains currently attached to the bridge, as these utilities fall under the jurisdiction of Marco Island Utilities. Consequently, utility design was excluded from Resolution 24-06.

 

Over the past two months, the Water & Sewer Department has evaluated two alternatives for replacing the utility mains:

1.                     Subaqueous Crossing: Installation of new utility mains via directional drilling beneath the waterway, prior to bridge construction.

2.                     Replacement In-Kind: Installation of new utility mains directly onto the new bridge structure during its construction.

 

Given the uncertainties and potential complications associated with subaqueous drilling - as well as the constraints posed by the overall project timeline - staff recommend proceeding with the in-kind replacement alternative. Specifically, it is advised that FDOT’s bridge design consultant be tasked with incorporating the utility main design into the overall bridge replacement plans.

 

The attached resolution authorizes the City Manager to execute an agreement with FDOT’s consultant to design the utility replacements as part of the bridge structure, thereby streamlining the process and aligning utility design with the bridge design/construction schedule.

 

FUNDING SOURCE / FISCAL IMPACT: The funding for this project will utilize the approved FY2025 CIP Main Improvements Account 4305336-606350-16171.

 

RECOMMENDATION: Approve Resolution 25-28, Authorizing the City Manager to execute a utility design agreement with the FDOT consultant (Financial Project No. 445460-1-32-02) and a three-party escrow agreement with the Florida Department of Transportation and the State of Florida, Department of Financial Services, and the City of Marco Island for the relocation of its water and sewer mains within the limits of FPID 445460-1-52-01 Caxambas Court / Robert Bay Bridge #034112, in the amount of $161,351.34 and for providing an effective date.
