Reappropriation of Funds for Winterberry Beach Boardwalk Repairs in the Amount of $436,000 (TBD Portion Reimbursed by FEMA) - Joe Parrilli, Manager, Fleet & Facilities

Body

BACKGROUND:

The Winterberry Beach Boardwalk, located at the corner of Winterberry Drive and South Collier Boulevard, sustained damage during Hurricane Ian in September 2022. Following the storm, FEMA conducted an inspection and assigned a project number for necessary repairs in 2023. The FEMA estimate was between $35,000 and $80,000.

In January 2024, Bowman Architectural was contracted to design permanent repairs. A change order was issued to include temporary repair designs, which were completed in July 2024. The temporary repairs were a result of unsafe conditions that were found on the boardwalk.

A public bid process for the full scope of repairs was initiated on July 28, 2024. However, only one bid was received, which was incomplete and subsequently rejected. The bid process was relaunched on September 15, 2024.

On October 21, the city received a complete bid from Waypoint Construction totaling $430,903. The engineers estimate of cost was $269,720. The bid was rejected due to cost concerns and FEMA’s initial dispute over the estimated repair amount. Following FEMA’s reassessment, the reimbursable amount was revised to a lesser amount.

Despite this, due to ongoing public safety concerns, the City proposes to move forward with the project and reopen the public bid process, utilizing reappropriated funds from the general fund. FEMA reimbursement is currently estimated at $35,000, with the possibility of additional reimbursement following project completion and final inspection.

FUNDING SOURCE / FISCAL IMPACT: N / A

In the FY24 budget, the Council approved use of the one cent sales tax revenue in the amount of $436,000 to fund part of the Racquet Center phase 1 pickleball conversion.  That project was rejected by City Council in November 2024 because the bids were materially higher than expected.  The staff is requesting to reappropriate those funds to the Winterberry Boardwalk.  The current estimated FEMA reimbursement is approximately $35,000.
