BACKGROUND:
The North Collier Blvd. and North Barfield Drive intersection is considered the most deficient intersection on Marco Island. During peak hours, southbound traffic frequently backs up from this location to the north side of Jolley Bridge, and northbound traffic experiences similar congestion extending to East Elkcam Circle. This intersection presents a significant traffic management concern for residents, school transportation, delivery drivers, and workers commuting onto the island. Most importantly, it is a key route for emergency evacuations. The existing configuration lacks adequate turn lane queue lengths and dedicated lanes to manage traffic flow efficiently. To address these issues, the City developed plans for intersection improvements, which were advertised for competitive bidding as part of a capital improvement project.
The project also includes the replacement of underground water and reclaimed water mains with valves, tie-ins, service connections, deflections, and all associated restoration. The project (ITB-2025-013) was publicly advertised on February 9, 2025, and two (2) bids were received by the closing date of March 25, 2025.

The bid prices include traffic signals, controllers, poles, roadway, median, sidewalk, water and reclaimed water improvements. Staff met with the low bidder after the bids were received to negotiate a lower price. The revised lower price from the low bidder of $4,728,254.75 is included as an attachment to this agenda item. The revised total lower price amounts to a reduction of $61,745.25. The low bidder cited the requirement for night work to minimize traffic disruptions and uncertainty regarding materials pricing as reasons why further reductions cannot be made.
City staff reviewed all bids and determined that Coastal Concrete Products, LLC, DBA Coastal Site Development, is the lowest responsive and responsible bidder. Staff recommends awarding the construction contract to this firm for the North Collier Blvd. and North Barfield Drive Intersection improvement project in the reduced amount of $4,728,254.75.
FUNDING SOURCE / FISCAL IMPACT: Funding for the North Collier Blvd. and North Barfield Drive Intersection Improvement Project is included within the 2025 Capital Budget under account 300-5400-5410-606300-24001. This allocation includes $1,000,000 derived from accumulated road impact fees. $797,012.72 will be transferred from 300-5400-5410-606300-2007 to 300-5400-5410-606300-24001 for the general fund portion upon city council approval. Additionally, the funding for the water and sewer components of the project will be supported through a combination of resources from account 431-5300-5360-606300-25073 and available water and sewer impact fees.
