BACKGROUND:
The existing Public Works facility consists of aging and dilapidated former school classroom trailers that no longer adequately support the operational needs of the Public Works Department. The new Public Works Facility project includes construction of a new field operations and materials storage building, a covered open storage structure, and associated site improvements necessary to support the City's public works operations and maintenance activities for many years to come.
The City retained professional design consultants to prepare the construction plans, technical specifications, and bid documents for the project. Invitation to Bid (ITB) 2026-010 for the Public Works Facility was publicly advertised and bids were opened on June 30, 2026.
Interest in the project was exceptionally strong. The solicitation was distributed to 1,766 suppliers, of which 76 downloaded the bid documents. A total of twelve (12) contractors ultimately submitted bids. This level of participation is unprecedented for a City of Marco Island construction project and demonstrates an extremely competitive bidding environment that provided the City with substantial pricing competition and value.

City staff reviewed the bid submissions and determined that Rycon Construction, Inc. submitted the lowest responsive and responsible bid in the amount of $2,450,749.
Rycon Construction, Inc. is a qualified general contractor with extensive experience constructing municipal facilities, public safety facilities, and government infrastructure projects throughout Florida and has successfully completed several comparable projects. Rycon recently completed construction of the Mackle Park Airnasium project for the City and was recently awarded the contract for the South Water Treatment Plant Portable Generator Open Storage Structure project for the Water and Sewer Department.
Staff therefore recommends awarding the contract to Rycon Construction, Inc. for construction of the Public Works Facility, Public Works Covered Open Storage Structure, and associated site improvements in the amount of $2,450,749.
FUNDING SOURCE / FISCAL IMPACT: Funding for this project is provided in the FY24 Public Works Capital Improvement Program (CIP) previously approved by city council under GL Account No. 300-5400-5410-606200-24002.
RECOMMENDATION:
Authorize the City Manager to Award a Contract to Rycon Construction, Inc. for the Construction of the Public Works Facility, Public Works Covered Open Storage Structure, and Associated Site Improvements in the Amount of $2,450,749.
