BACKGROUND

To implement measures to reduce or eliminate long-term risk to people and property from natural hazards and their effects, the Federal Emergency Management Agency (“FEMA”) provides funding of statewide comprehensive local hazard mitigation projects through the Section 404 - Hazard Mitigation Grant Program (“HMGP”). Due to the Presidential Disaster Declaration for Hurricane Irma, the City of Marco Island is eligible to receive funding for mitigation projects developed to reduce local vulnerability to identified hazards.

 

FEMA utilizes the State of Florida Department of Emergency Management (the “Department”) to serve as the pass-through entity responsible to carry out the federal grant program.

 

City staff submitted eight (8) Hazard Mitigation projects to the Department following endorsement of the projects by the Collier County Local Mitigation Strategy Working Group. 

 

On February 23, 2021, FEMA announced grant funding approval of mitigation project 4337-389-R, San Marco Rd. & Heathwood Dr. Drainage Improvement Project (the “Project”). The grant provides $866,140.20 of federal funds (the “Grant”) towards this $1,136,000.00 the Project. The City is responsible for the local share funding of $284,000.00.

 

As an HMGP project, the Project proposes to improve the drainage at the intersection of San Marco Rd & Heathwood Dr which serves as an evacuation route for the island. This intersection is prone to flooding, which severely limits the travel routes of emergency vehicles and the public evacuating the island. The scope of work proposes to install storm drain structures, elevate existing roadway surface, and improve the intersection to reduce potential flooding of the intersection. Activities shall be completed in strict compliance with all applicable Federal, State, and Local rules and regulations.

 

The Project shall provide flood protection against a 25-year storm event. Activities shall be completed in strict compliance with all applicable Federal, State, and Local rules and regulations.

 

FUNDING SOURCE / FISCAL IMPACT: The funding source for this project will be coming from FY 2016-2017 State of Florida Senate appropriations.

 

RECOMMENDATION:  Adopt Resolution approving the State of Florida Department of Emergency Management Grant Agreement for Hazard Mitigation Grant Project 4337-389-R, San Marco Rd. & Heathwood Dr. Drainage Improvement Project and authorize the City Manager to execute the grant agreement.
